Approval of SCR proposal to the Department for
Transport for Emergency Active Travel funding and permission to
enter into contract with the four Local Authorities subject to
confirmation of funding from the Department of Transport. The
decision is to
i) Endorse (retrospectively) the allocation of funding to the four Local Authorities and SCR/PTE and the proposals submitted to the DfT to the value of £1.437m in relation to the government’s Emergency Active Travel funding.
ii) Agree that the SCR accepts the grant funding on confirmation from the Department of Transport of the amount of funding and the terms and conditions associated with the funding.
iii) On confirmation of ii) approve that SCR can enter into contract with the 4 Local Authorities to deliver the schemes outlined in the proposal to the Government for Emergency Active Travel funding.

Reason for urgency:
On 27th May SCR was informed of the process to secure the indicative allocation of funding from government for the first tranche of SCR’s Emergency Active Travel funding of £1.437m. SCR is required to complete a pro forma to the Department for Transport no later than Friday 5th June. The Department will review proposals and confirm funding (timing tbc). Once we have received confirmation of the funding the Department has indicated the following ‘If work has not started within four weeks of receiving your allocation under this tranche of funding, or has not been completed within eight weeks of starting, the Department will reserve the right to claw the funding back by adjusting downwards a future grant payment to your authority’.
